I went on a weekday. The master was kind and spoke fluent Japanese. Minimum payment 500 RMB (bottled beer, cocktails from 200 RMB, canned beer from 100 RMB).
I think the good and bad aspects are just as everyone has written. The staff did not speak Japanese, but some of the customers spoke a little Japanese.
Whether you enjoy it or not depends on the customer and also on yourself.

I went there alone in mid-September 2023 because it was near my hotel. I ordered a drink. And then the staff who was in his 30’s was very attentive to me, recommending karaoke and helping me find topics of conversation with nearby customers. The bartender also talked to me later, and I was never bored in this very friendly place. By the way, if you are alone, you can get 2 drinks for 400 NTD. I think karaoke is free. The staff speaks fluent Japanese, so you don't have to worry.
