I used to go there often but not anymore. It is owned by a Spanish-Cambodian couple.
There is a lot of turnover in the staff here. According to the boys, it seems that the owner is very hard on the staff, and they quit.
They hold events regularly and have many western customers.

I went on a weekend night. The staff are all macho, muscular, and manly, just like their reputation, and the drinks are fun and lively. They never ask you for drinks and you are never forced to order more. If you prefer gay bars to clubs, this is the place for you. Also, there are cute dogs wandering around the bar. I recommend it!

I went there on the night of 12/28.
We communicated with a translation app.
It was fun to see some muscular staff.
There was a handsome guy who looked like Kayan, the gymnast, and another who looked like a gorilla. The restaurant is homey. They didn't force us to drink or ask us to buy them drinks, so they were all nice girls.

This is my favorite night spot in Phnom Penh. It also fills a niche: a place to socialize in the early hours of the evening, as the other clubs don’t get going before 11 pm. You can order food here (usually delivered), and there are cocktails, beer, and wine by the glass. You can also get your hair cut and the barber is as good as any I have had in Europe. And then what makes this place so unique is that the wait-staff sit and socialize with you when they’re not serving drinks. Neither Bangkok nor HCMC has a place like this so it makes it worthwhile to stop in Phnom Penh for a few days if you’re traveling in the region (Thailand- Vietnam).

I was taken there by a Cambodian I met in a gay sauna. The master and staff were sexy, hilarious and fun. There were three dachshunds and they were friendly and cute.
I don't know exactly how much it was because the guy who took me there paid, but I think it was about $6 for both of us to have one drink each.
